1 技术规范
1.1 总则
1.1.1 本设备技术规范书适用于XX热电联产新建工程(1×50MW 机组)2台
高压厂用电抗器,它提出了该设备的功能设计、结构、性能、安装和试
验等方面的技术要求。
1.1.2 设备的供方应已取得 ISO9001质量体系的有效证书,生产过或合作生产
过3套或以上同类额定值的设备,该设备应在与本规范书中规定条件相
同或较规定条件更为严格的条件下成功的商业运行三年以上。
1.1.3 本技术规范书所提及的要求和供货范围都是最低限度的要求,并未对一
切技术细节作出规定,也未充分地详述有关标准和规范的条文,供方应
保证提供符合本技术规范书和工业标准的功能齐全的优质产品及其相
应服务。对国家有关安全、环保等强制性标准,必须满足其要求。
1.1.4 供方应仔细阅读包括本技术规范书在内的所有招标文件中阐述的全部
条款。如果供方没有以书面形式对本规范书的条文提出异议,则意味着
供方提供的设备(或系统)完全符合本规范书的要求。如有异议,不管
是多么微小,都应在报价书中以“对规范书的意见和同规范书的差异”
为标题的专门章节中加以详细描述。
1.1.5 供方须执行本技术规范书所列标准。当标准之间要求不一致时,应按要
求高的技术条款的标准执行。
1.1.6 若供方所提供的技术规范书前后有不一致的地方,应以更有利于设备安
装运行、工程质量为原则,由需方确定。
1.1.7 在合同签定后,需方有权因规范、标准、规程发生变化而提出一些补充
要求,在设备投料生产前,供方将在设计上给以修改。
1.1.8 本设备技术规范书经供、需双方确认后作为订货合同的技术附件,与合
同正文具有同等的法律效力。
1.1.9 本设备技术规范书未尽事宜,由供需双方通过谈判商定。
1.2 工程概况
XX热电联产项目厂址地处XX区XX街道,位于XX区东南部,距XX城20
公里,距离XX市120 公里。XX街道是XX 区唯一的移民异地搬迁集镇和XX区
XXXX电力工程有限公司 1XX热电联产新建工程项目 技术规范书
重点建设的四个中心城镇、XX市重点建设的 45个中心镇、103个经济强镇之一。
全镇幅员面积 121.5 平方公里,辖 7 个行政村,59 个村民小组,一个社区,3 个居
民小组,总人口31638人。耕地面积45821.1亩,森林面积93438亩,森林覆盖率
46.8%。
铁路横贯全镇,交通、区位优势明显。
所址位于XX。交通运输条件十分方便。
1.3 设计和运行条件

本期项目地处XX市XX区内,XX区属中亚热带湿润季风气候,其总的特点
是:四季分明,热量充足,降水丰沛,季风影响突出;地势由西北向东南升高,
气温递降,降水递增,立体气候明显。四季特点为春早,常有“倒春寒”和局部的风
雹灾害;夏长,炎热,旱涝交错,伏旱频繁;秋短,凉爽而多绵雨;冬迟,无严
寒,雨雪少,常有冬干。气象资料
