高压开关柜标准技术规范使用说明
1. 本技术规范分为通用部分、专用部分。
2. 项目单位根据需求选择所需设备的技术规范,本技术规范通用部分条款及专用部分固化的参数原
则上不能更改。
3. 项目单位应按实际要求填写“项目需求部分”。如确实需要改动以下部分,项目单位应填写专用
部分项目单位技术偏差表(见表 7)并加盖该网、省公司物资部(招投标管理中心)公章,与辅助说明
文件随招标计划一起提交至招标文件审查会:
1) 改动通用部分条款及专用部分固化的参数;
2) 项目单位要求值超出标准技术参数值;
3) 需要修正污秽、温度、海拔等条件。
经标书审查会同意后,对专用部分的修改形成项目单位技术偏差表(见表7),放入专用部分中,随
招标文件同时发出并视为有效,否则将视为无差异。
4. 对扩建工程,项目单位应在专用部分提出与原工程相适应的一次、二次及土建的接口要求。
5. 技术规范的页面、标题、标准参数值等均为统一格式,不得随意更改。
6. 投标人逐项响应技术规范专用部分中标准技术参数表、项目需求部分和投标人响应部分相应内容。
填写投标人响应部分,应严格按招标文件技术规范专用部分的“招标人要求值”一栏填写相应的招标文
件投标人响应部分的表格。投标人填写技术参数和性能要求响应表时,如有偏差,除填写投标人技术偏
差表(见表8)外,必要时应提供相应试验报告。国家电网公司物资采购标准(2009年版)

1 总则
1.1 一般规定
1.1.1 投标人应具备招标公告所要求的资质,具体资质要求详见招标文件的商务部分。
1.1.2 投标人须仔细阅读包括本技术规范(通用部分和专用部分)在内的招标文件阐述的全部条款。
投标人提供的交流金属封闭开关设备(以下简称开关柜)应符合招标文件所规定的要求。
1.1.3 本技术规范提出了对开关柜的技术参数、性能、结构、试验等方面的技术要求。
1.1.4 本招标文件提出的是最低限度的技术要求,并未对一切技术细节作出规定,也未充分引述有关
标准和规范的条文,投标人应提供符合本技术规范引用标准的最新版本和本招标文件技术要求的全新产
品,如果所引用的标准之间不一致或本招标文件所使用的标准如与投标人所执行的标准不一致时,按要
求较高的标准执行。
1.1.5 如果投标人没有以书面形式对本技术规范的条文提出差异,则意味着投标人提供的设备完全符
合本招标文件的要求。如有与本招标文件要求不一致的地方,必须逐项在项目单位技术差异表(见表7)
中列出。
1.1.6 本技术规范将作为订货合同的附件,与合同具有同等的法律效力。本技术规范未尽事宜,由合
同签约双方在合同谈判时协商确定。
1.1.7 本技术规范中涉及有关商务方面的内容,如与招标文件的商务部分有矛盾时,以商务部分为准。
1.1.8 本技术规范中通用部分各条款如与技术规范专用部分有冲突,以专用部分为准。
1.2 投标人应提供的资格文件
投标人在投标文件中应提供下列有关资格文件,否则视为非响应性投标。
1.2.1 投标人或制造商投标产品的销售记录(按技术规范专用部分投标产品的销售及运行业绩表提供)
及相应的最终用户的使用情况证明。
1.2.2 投标人或制造商应提供权威机关颁发的ISO 9000系列的认证书或等同的质量保证体系认证证书。
1.2.3 投标人或制造商应提供履行合同所需的技术和主要设备等生产能力的文件资料。
1.2.4 投标人或制造商应提供履行合同设备维护保养、修理及其他服务义务的文件。
1.2.5 投标人或制造商应提供投标设备产品全部有效的型式试验报告。
1.2.6 投标人或制造商应提供一份详细的投标产品中重要外购或配套部件供应商清单及检验报告。
1.2.7 投标人或制造商应提供投标产品中进口关键元件供应商的供货承诺函。
1.2.8 投标人或制造商应提供投标产品中组部件的供应商及原产地(按技术规范专用部分3.4的格式提供)。
